Rethinking Diaspora Engagement: The Roadmap “From Needs to Action”

The Roadmap “From Needs to Action” is a strategic and practical roadmap created to strengthen cooperation between Ukrainian organizations in displacement and the institutions that support them.

Too often, diaspora engagement is discussed without truly including the voices of diaspora actors themselves. This guide shifts that dynamic.

Developed by Ukreate Hub and the Norwegian-Ukrainian Advocacy Hub, the roadmap is based on the lived experience of 26 Ukrainian community leaders across Lithuania, Norway, Germany, Estonia, and Ukraine.

At its core are five Solidarity Checklists — tailored to specific stakeholder groups, including:

  • local and national governments
  • international donors
  • Ukrainian institutions
  • civil society actors
  • private sector allies

These checklists offer concrete, actionable steps to:

  • support and partner with Ukrainian-led initiatives
  • foster inclusive, long-term cooperation
  • move beyond temporary aid to co-creation and shared responsibility

Ukrainian organizations abroad are not just beneficiaries – they are leaders, connectors, and changemakers.
This roadmap is both an invitation and a challenge: to work together for deeper, more equitable partnerships that go beyond rhetoric.

This roadmap also serves as a pioneering model for refugee-led civil society – offering lessons that extend far beyond Ukraine.
